Description

The St Peters and Gilberton Swing Bridge (“the Bridge”) is located within the River Torrens Linear Park and extends across the River Torrens connecting the suburbs of St Peters and Gilberton. The Bridge is under the joint care, control and management of the Norwood Payneham and St Peters (NPSP) Council and the Town of Walkerville.

The Bridge, originally constructed in 1920, is a Local Heritage Place located in the Linear Park (River Torrens) Policy Area within the NPSP Council and in the Linear Park (River Torrens/Karrawirra Parri) Area within the Town of Walkerville. The heritage value of the Bridge is derived from its history, the importance of its location, its design and construction and its prominence.

Various inspections and repair works have been carried out on the Bridge since it was built. The Bridge is essentially coming to the end of its useful life and approval has been granted to refurbish the Bridge.

In 2013, NPSP Council and the Town of Walkerville jointly engaged Opus International Consultants (“OPUS”) for the purpose of undertaking a detailed assessment and design of the refurbishment of the Bridge. The recommended refurbishment works requires full Development Approval under the Development Act. The Councils have written to the relevant Minister to start this process.

The Bridge spans approximately 57 metres across the River Torrens and consists of a marine ply deck supported by steel straps which transfer loads to eight supporting wire ropes. The ropes are connected to cast iron support frames at either end.

As mentioned above, the Bridge is listed as a Local Heritage Place by both Councils due to its history, structural form, importance of its location and its prominence in the area. OPUS have therefore been mindful that refurbishment works need to be sympathetic to the Heritage Value of the Bridge.

The proposed refurbishment works include:

  • Replacement of the marine ply deck and supporting ply joists with an environmentally sustainable fibre board composite;

  • Replacement of all flat bar support straps;

  • Replacement of all bolts, nuts and screws;

  • Replacement of the existing eight (8) wire ropes, including verification testing at six (6) and twelve (12) month after initial tensioning;

  • Retaining existing cast iron anchor support frames, break away existing concrete foundation beams, clean and then repaint with an acrylic elastomeric coating;

  • Cast new anchor support frames into new reinforced concrete foundation beams with piles to resist lateral and vertical loads;

  • Refurbish existing anchor support frames and cast into concrete footings;

  • Adding a wire mesh to the balustrade;

  • Upgrading the Western approach staircase (Gilberton end) by recasting the reinforced concrete staircase with balustrades on both sides, tactile grip indicators and non-slip nosings; and

  • Upgrading the eastern abutment by clearly delineating the approach footpath from the footpath that travels through the River Torrens Linear Park.
