The Department for Energy and Mining (DEM) is seeking to replace the existing Tenement Management System (TMS) including selected supporting systems, to create a future platform able to meet the needs of customers, industry, potential investors and the requirements of the Department. 

A modern, consolidated mineral resources regulatory digital platform, the Mining and Exploration Regulation System (MERS), will implement the streamlined regulatory processes arising from regulatory reform and a significant red tape reduction ‘lean’ review. It will manage the entire lifecycle of regulation for the resources sector within South Australia, from exploration, quarrying and mining licensing and lease impact assessment and management through to regulated compliance and royalties.  

A new MERS will provide for effective, efficient and transparent regulation through a Customer Experience portal (Portal), for the mineral resources sector and royalties, integrated with a digital business process management solution, that will reduce red tape for industry and deliver more consistent and improved regulatory assessment timeframes for exploration and mining applications and assessments.  A fully digital regulatory system will also enhance customer experience and reduce time navigating bureaucratic regulatory processes, enabling industry to focus more on resource exploration and economic development. This will enable the state to reposition its reputation as a time effective regulator and therefore preferred exploration and mining destination, fostering sector-wide growth and attracting investment leading to Direct jobs; Accelerated mineral discovery; Increased royalties; and Social economic benefit to South Australians through increased mineral resources product and exports.

A supplier is sought to implement the new MERS, who is also capable of delivering timely, efficient and cost-effective maintenance and support services to meet the Departments future needs.
