The procurement comprises two (2) Packages as described below. Suppliers may respond with an offer to supply either or both Packages. In turn, the Department reserves the right to appoint one (1) Supplier to deliver both Packages or two (2) Suppliers to deliver one (1) Package each.

 Package 1 - a zero-emission bus fleet

Development of a transition plan and business case to enable an orderly and cost-effective transition to a 100% Zero Emission Bus (ZEB) for Adelaide Metro’s publicly owned fleet of almost 1 000 buses and seven (7) depots.

Package 2 - decarbonisation of rail

Without additional end of life investment, diesel trains currently operating on the Outer Harbor and Grange rail lines are expected to reach the end of their service life between 2030 and 2032. With this in mind, a transition from diesel to alternative feasible technologies will support the achievement of the State Government target of achieving net zero emission by 2050 while also improving the comfort of customers and improving local amenity (through reduced local noise and air pollution).

While the Gawler, Seaford and Flinders lines have already been converted to a traditional 25 Kilovolt AC electric service with overhead power supply, other technologies such as battery electric and hydrogen fuel cells are expected to reach commercial and operational viability within the short to medium term.
