Invitation

On behalf of the State, the Office of Hydrogen Power South Australia invites Proponents to submit a Proposal in response to this Request for Proposal for the delivery of the Hydrogen Jobs Plan. 

Purpose

This Request for Proposal (RfP) has been developed to assist Proponents to understand the Office of Hydrogen Power South Australia’s requirements for selecting one or more industry participants to support the delivery of the Hydrogen Jobs Plan by the end of 2025. 

Through this RfP, the Government of South Australia is seeking to maximise the benefits from a capital investment of AUD$593m to demonstrate South Australia’s scalable green hydrogen superpower opportunity for: 

• low-cost production of green hydrogen 

• the storage and use of green hydrogen to: 

  • accelerate the decarbonisation of South Australian industry, including through the operation of a world leading green hydrogen fuelled power station; and 

  • catalyse associated hydrogen industry jobs, investment and export opportunities. 

The RfP seeks proposals for the delivery of 250 megawatt of hydrogen production, 200 megawatt of hydrogen powered generation and supporting hydrogen storage infrastructure, to be owned and operated by the South Australian government, on land identified in the Whyalla City Council region, constructed and operating by the end of 2025.   

Proponents are also requested to consider opportunities that leverage this significant investment and provide alternative options that have potential to realise further opportunities for South Australia and the proponent.
