Description 

The District Council of Yankalilla is looking to establish arrangements to enable a timelier and less onerous process for engaging contractors for ongoing works.
Council invites Registrations of Interest from suitably qualified and experienced Registrants across a range of civil works and building maintenance categories, for establishment of individual Panel contract arrangements within Council.

Categories will be for the delivery of a range of minor civil and building works, and will include:

  • Building & facility services
  • Trades
  • Civil works
  • Minor earthworks / roadworks
  • Professional services
  • Line marking services
  • Environmental Waste & recycling services
  • Horticultural service

Successful Respondents will enter into contractual arrangements with Council at the commencement of the panel.  All and any work undertaken during the term will reference the head contract agreement for terms and conditions of engagement.

Council anticipates Panel membership to comprise an appropriate number of contractors across each category to undertake the anticipated volument of work to be undertaken under Council planned works. Council is keen to provide opportunities for local / regional – Schedule 8 seeks information on your regional profile to enable full evaluation.

Important note for contractors re Panel use:

The intent of the panel is to enable Council to purchase within its thresholds, without the onerous full market approach.  Establishment of a panel will include a formal contract arrangement with a select number of contractors, with the intention to enable award of portions of work within the Council delegations.  Where higher value procurement approaches are identified, initial consideration will be given to utilising the panel to seek quotations from all suppliers on the category, if considered appropriate.  Council has a strong preference to engage with contractors directly due to the additional cost impacts utilising sub-contractor arrangements, however all submissions will be considered across a range of relevant criteria.

It is to be noted that there is no guarantee of work to be awarded – however, the panel categories will be restricted to an appropriate number of contractors to undertake the works Council intends to deliver.

Intent of the panel is still to deliver the best value for money to Council, without the duplication of administration for both Council and suppliers, with a high focus on local/regional opportunities.

Council reserves the right to remove contractors, following contract management, who fail to deliver agreed outcomes.  In the event that the contractors on panel are unable to meet delivery demands, Council reserves the right to replace or include another contractor.
