Description

The Government Building Energy Efficiency Investment (GBEEI) program administered by the Department of State Development (DSD) aims to reduce the Governments energy use and operational costs by improving the energy efficiency of government-owned buildings.

The program will be delivered in two stages. Milestone 1 is to identify energy efficiency upgrade opportunities in sites that use 30% of the total energy usage of government-owned buildings. Milestone 2 will be for the remaining sites.

Approved projects will have an average simple payback of seven years or less. Energy Performance Contracting (EPC) has been nominated as the principal way to deliver the projects thereby ensuring that the performance of the energy efficiency upgrades is achieved. Approved smaller, simpler projects may be conducted via a Measurement and Verification process equivalent to that laid out in the International Performance Measurement and Verification Protocol (IPMVP).

The purpose of this portal is to establish a pre-qualified list of Energy Services Companies (ESCOs) for the GBEEI program. Pre-qualified members will have demonstrated required competencies in a multitude of technical disciplines, previous experience in delivering EPC projects, and/or attained Energy Efficiency Certification Scheme accreditation. International accreditation related to EPC will be considered. Members will also have demonstrated the ability to comply with the South Australian Industry Participation Policy.

ESCOs interested in being on the pre-qualification list can apply anytime while the program is in effect. Current EPC Panel members in Victoria or NSW will be automatically admitted onto the pre-qualified list upon submission of the Response Schedule. ESCOs that are not on the Victorian/NSW panels are encouraged to apply for inclusion on the pre-qualified list and will be assessed for membership on the basis of their responses to this RFI.
