Description

Project Brief

This project focusses on upgrading unsealed road sections in accordance with the Kangaroo Island Council’s Asset Management Plan (Transport) and the Renewal of Unsealed Roads Program, a venture between Council and Department of Planning, Transport and Infrastructure (DPTI).

The 2016/2017 Stage 6 works includes an upgrade of the following road:

1. Bark Hut Road, starting from Playford Highway to extend to Stokes Bay Road- a total distance of 19.7 km.
NOTES:

Stage 6 is seeking tenders for two (2) options for Bark Hut Road being

Option 1 – all limestone
Option 2 – limestone and ironstone blend.

Option 1

The pavement material for Bark Hut Road (Crushed Limestone) will be raised under a separate contract and will be stockpiled at borrow pits on the properties of Huxtable and Bowden located at 1262 Springs Road and 5090 North Coast Road respectively.

It is proposed that the Eastern 10km of Bark Hut Road will be sheeted with material from Huxtable’s Pit and the Western 9.7km will be sheeted with material from Bowden’s Pit.

The proposed haul routes are;
• Huxtable’s Pit: Springs Road, Millers Road
• Bowden’s Pit: North Coast Road, Pratts Road

It will be responsibility of the contractor to ensure the Haul Roads are safe and trafficable at all times while hauling material. The Tender shall allow for patching repairs to the haul route. If the Tenderer proposes an alternate route this can be requested, the Principal will then accept or decline the request.

Tenderers must demonstrate a capacity to haul, place, compact and trim adequate quantities of material to achieve the timelines as set out in the General Conditions of Contract.

Option 2

The pavement material for Bark Hut Road (crushed limestone and raised ironstone) will be raised under a separate contract and will be stockpiled at borrow pits on the properties of Huxtable and Pratts located at 1262 Springs Road and 685 Pratts Road respectively.

It is proposed that the eastern 8km of Bark Hut Road will be sheeted with crushed limestone material from Huxtable’s Pit, the middle 2km a 50/50 blend of crushed limestone and ironstone and the western 9.7km will be sheeted with ironstone from Pratts Pit.  Tenderers shall include their method of mixing the blended pavement material to achieve a uniform Ironstone/Limestone Blend.

The proposed haul routes are;
• Huxtable’s Pit: Springs Road, Millers Road
• Pratts’s Pit: Pratts Road

It will be responsibility of the contractor to ensure the Haul Roads are safe and trafficable at all times while hauling material. The Tender shall allow for patching repairs to the haul route. If the Tenderer proposes an alternate route this can be requested, the Principal will then accept or decline the request.

Tenderers must demonstrate a capacity to haul, place, mix, compact and trim adequate quantities of material to achieve the timelines as set out in the General Conditions of Contract.

For both options, Tenderers must demonstrate the use of a project program, including critical path items and milestones to achieve works and complete program within timelines as set out in the General Conditions of Contract.
