You are invited to tender for the refurbishment of Carrington Street Cottages on behalf of Housing SA, a division of the Department for Communities and Social Inclusion (DCSI).


This project is for the upgrade of Carrington Cottages. These cottages are two Heritage listed two−storey buildings located at 132-140 and 154−160 Carrington Street, Adelaide, both of which have been owned by the South Australian Housing Trust (SAHT) since 1981. They have been operating as boarding houses for men at risk of homelessness for the past 25 years. The age of the men seeking services from Carrington Cottages is generally between 30 and 70 years, and the occupation of the 47 rooms in the Cottages has been consistently high. During May 2014, Housing SA undertook a thorough inspection of both buildings on Carrington Street and identified priority works, which were completed through the responsive maintenance program. Both buildings are in poor overall condition with poor amenities. Due to the design of the two buildings, there is no common passageway connection between 132, 134, 138 and 140; nor between 154, 156, 158 and 160. Consequently, there is a lack of community connection, as residents have to go outside their building to meet with other residents. The renovations would address this issue by creating doorways through the buildings, as a rear passage, thereby improving the connections between the residents.

Carrington Cottages currently have 15 kitchens across the two buildings.  The Carrington Cottages Board determined that many of these kitchens were underutilized and most of the residents did not use the kitchens, therefore, they are surplus to current requirements. This program of works consists of converting 9 kitchens into a further 10 bedrooms.   The project will also provide an electrical and fire safety services upgrade, internal maintenance works to all rooms and facilities, full internal redecorations and renewal of vinyl floor coverings. There are some external works required to the front façade of 132-140 Carrington St that have been approved by State Heritage and some weather protection improvements to the rear of the building at 154-160 Carrington Street.
