Description

~~The Australian Government’s 2016 Defence White Paper sets out an unprecedented investment in Australia’s defence capability of approximately $195 billion over ten years.
South Australia makes a major contribution to the national defence effort. We are home to a critical mass of world-class industry delivering many of Defence’s largest most complex projects – the $8 billion Air Warfare Destroyers, sustainment of the Collins submarine fleet and Orion aircraft to name just a few. South Australia also has a large and varied Defence presence, including key Air Force, Army and the Defence Science and Technology Group elements.
The country’s largest private defence contractor, BAE Systems Australia also has its Australian headquarters at Edinburgh Parks. BAE Systems was recently shortlisted to participate in Stage 2 of the LAND 400 Phase 2 tender, which involves the design, build and maintenance of 675 armoured military vehicles.
Techport Australia at Osborne is the primary site for naval shipbuilding in Australia and Technology Park at Mawson Lakes is a key location for defence electronics activity (systems integration, communications, software development, electronic warfare).
Recently, the Australian Government announced that South Australia will commence building 12 Short Fin Barracuda Submarines at Techport from 2023. This build will occur concurrently with a number of other defence manufacturing projects, including construction of Offshore Patrol Vessels (OPVs) from 2018 and nine Frigates from 2020, as well as continuing to maintain and upgrade the Collins Class Submarines well into the 2030s.
With this level of activity, it is anticipated that interstate companies will be inclined to relocate to South Australia so they can maximise local supply chain opportunities.
South Australia’s defence sector employs 27,000 workers (direct and indirect) and contributes around $2 billion to our economy annually.
There has been much discussion regarding the suitability and size of South Australia’s workforce and its ability to undertake the volume and complexity of projects that have been awarded. The Defence Industry South Australia Workforce Strategy (DISA–WS) 2014-2020, developed by Defence SA and the Defence Teaming Centre Inc, has identified the broad workforce profile and skill development priorities for the future of the Defence Industry in South Australia. There is also an intention by the South Australian Government to support workers from the automotive industry to transition into work associated with the defence projects.
The number of jobs for the Defence Maritime projects in South Australia is estimated to increase by 2,600, from 3,200 in July 2015 to 5,800 by 2026-27, with minor falls in the number of jobs in 2016-17 and 2020-21. Incorporating flow-on jobs via supply chain impacts and the spending habits of those gaining employment, this increase in jobs by 2026-27 resulting from the SA Defence Maritime projects could be closer to 3,000. Technological advances may put some downward pressure on the job estimate.
A preliminary assessment has revealed a number of occupation groups which may be required for Defence Maritime projects, spanning Managers, Professionals, Technicians and Trades Workers, Clerical and Administrative Workers, Sales Workers, Machinery Operators and Drivers, and Labourers.
