Description
DEWNR requires specialised services to provide onsite management, operational control and maintenance services to the Patawalonga Lake System (PLS). The PLS is a complex system designed to circulate sea water through the Lake on the rise and fall of the tide, and divert stormwater upstream of the Lake to the sea to keep the Lake safe from pollution and to mitigate the potential for storm water to flood Glenelg North and Adelaide Airport. The PLS is a fully automated system that is operated manually 10% of the time especially during extreme weather
The key management objectives of the PLS are to operate and maintain the PLS:
- To maintain the Lake quality as an icon of South Austrlian lifestyle and tourism;
- To mitigate potential flood risk to adjacent properties at Glenelg North and adjacent Adelaide Airport;
- In a safe manner at all times (Public Safety);
- In an efficient manner so that best services are extracted from the facility and the asset life cycles are improved (Efficiency); and
- In accordance with or better than the established service specifications and standards (Continuous Improvement).
The specialised services must provide breakdown attendance, repair, refurbishment and replacement of plant and equipment, and also provide emergency support to DEWNR, State Emergency Services (SES) and Primary Industries and Regions SA (PIRSA) when needed. (e.g. for flood and toxic water mitigation).
The services to operate and maintain the PLS are required on a 24 hour 7 day a week basis for the term of the Contract. Suppliers of the service must have a local Adelaide presence and be able to respond to incidents and call outs without delay.
The contract term is three (3) years, plus a two (2) year extension subject to performance.
