Description

The National Disability Insurance Scheme (NDIS) and Commonwealth aged care reforms both come into full effect in South Australia from 1 July 2018 enabling clients to buy services from the provider of their choice. DCSI currently provides a range of disability and aged care services to over 16,000 clients and in response to the implementation of the Commonwealth reforms affecting these services a decision on the future of DCSI’s disability and aged care services was made by the South Australian Government, which includes:
• Transition of supported community accommodation services (i.e. group home accommodation into a commercial trading entity within government).
• Incrementally transfer responsibility for the provision of Domiciliary Care and the remaining disability services (excluding Highgate Park) to the non-government sector when the following criteria can be met for each service and geographic location:
o Continuity in client services  (to ensure there is no lapse in service delivery to clients).
o Maintenance of service quality and safety standards.
o Retention of skilled and experience employees in the aged care and disability sectors.
o Protection of key employee terms and conditions, as far as possible.
o Expansion of the not for profit sector or the retention of public value in the state economy.

To facilitate Government decision making on these directions, four scoping studies, informed by engagement with staff, clients, unions and the market, are required to be developed for the following areas of DCSI:

• Adult Community Support Services: provision of therapy and case management services to adults with a disability within metropolitan Adelaide and Country Regions.
• Child and Youth Services: provision of therapy and case management services to children with a disability predominately within metropolitan Adelaide and Country Regions.
• Equipment Services: provision of equipment services across sections of the disability, ageing and health sectors.

Subject to resources, a separate scoping study will also occur for supported community accommodation services which provides supported community accommodation services (24/7) within metropolitan Adelaide and country regions, to transition into a commercial trading entity.
