Description

Shared Services SA, on behalf of the State, is seeking Tenders for the provision of Audit and Financial Advisory Services to South Australian Government Agencies, Statutory Authorities and approved bodies (collectively “Customers”).

It is envisaged that a panel arrangement will be established that will provide Customers with flexibility, ease of access and a choice of Suppliers that are able to provide services at competitive pricing to assist Customers in meeting their business objectives.

Within this Request for Tender ("RFT"), Shared Services SA are seeking responses from suitably qualified Suppliers to provide Audit Services and/or Financial Advisory Services in the following Core Services Categories:

Audit Services

• Full Outsourced or Co-sourced Internal Audit Function, comprising:
  - Performance (Operational) Audits;
  - Compliance Audits;
  - Financial Audits;
  - IT (Systems) Audits; and
  - Preparation of Audit Plans and Programs.

    and/or

• Individual Audit Categories:
  - Performance (Operational) Audits; 
  - Compliance Audits;
  - Financial Audits;
  - IT (Systems) Audits; and
  - Investigations Audits (Fraud, Impropriety, etc.).

Financial Advisory Services

• Capital Structure Advice;
• Financial and Data Analysis and Modelling;
• Development of Accounting Policies and Procedures;
• Assistance in the Preparation of Financial Statements and Annual Reports;
• Management Accounting Services;
• Accounting Advice; and
• Taxation Advice.

It is anticipated that the resulting Agreement(s) will be established for a period of five (5) years and include provisions for the State to extend this for an additional period(s) of up to (5) years. This may be via a single extension of up to five (5) years, or multiple extensions of one (1) or more years. The State reserves the right to consider further extensions beyond this period.
